Install C-Panel on internal ip in cat B like 172.16.1.20

Since C-Panel does not license on internal ips, but as soon as I finish the installation and set the ip to the internal ip we are using, it just says that a valid license is required. Does anyone know what this is about?
Do I still need a license for this internal ip?

You need to license whatever ip appears at

http://myip.cpanel.net/v1.0/getip

from your server

You cannot run a cPanel server using an internal, behind your router, IP address.
