Hello,
Have you installed a firewall in the server? Are you able to login via SSH? If so reset the password and try again.
Are you trying to log into cPanel as root, or the WebHost Manager?
You cannot log into cPanel directly as root. You must instead log into the WebHost Manager and create an account. To log into the WHM, use one of the following two URLs:
http://ip_address:2086
https://ip_address:2087
Replace ip_address with the server's IP address. Once you have logged into the WHM, you will need to set some initial configuration options, then create an account. You will use the new account's username and password to log into cPanel.
The following sections of our documentation should help you:
WHM Initial Setup
Account Functions
Create a New Account
cPanel User Guide
Accessing cPanel
