In addition to Mail Manager, you may also want to look at Contact Manager (WHM -> Server Contacts -> Contact Manager). On this screen, you can adjust the priority level of certain operations (e.g. account creation, termination etc.) thus controlling which messages you are notified about via email.

At the top of the page, is "Email" also set to "Low" and is an alert destination set for "Email?" If no alert destination is set for Email then the Alert Destination column will be empty for that row.

Email Alert Destinations is : High ,

is it better to change the Email Destinations to Low or change the below options to High ,

    Account Creation LOW
    Account Removal LOW
    Account Suspensions LOW
    Account UnSuspensions Low
    Account Upgrades/Downgrades Low

You have Account Creation set as Low priority, and since you wont receive an email until something is High priority (based off your settings), you should not be receiving an email about such activity (which is what you reported in your original post).

How you set up notifications is up to your personal preference. However, if you want to be notified about Low priority items via email, you will need to set the Minimum Alert Priority for Email to Low.
