your 3rd party software running on remote host or localhost( the server where you have the DB hosted)
if the 3rd party software is running on a remote host
login in to your cpanel, under Mysql menu
add you the IP address of your remote host in ACCESS HOST option
and in the 3rd party connection string use the IP address of the server where you host your DB in MySQL Host Address field
else
it is localhost
...and you need to check that inbound connections on port 3306 are open incase there's a firewall on the server blocking them.
