cPanel is an end-user control panel while Web Host Manager (WHM) is for server admins.

... And when you purchase a WHM license, your users get cPanel. If you've always used just cPanel as a hosting customer then becoming an administrator can be confusing at first. So, when your users login they see cPanel. When you login as the server admin, you see WHM. They are both in the same package.

So on your old host if you had access to cPanel, there was a system administrator somewhere who used WHM to control yours and everyone elses hosting accounts on that machine.

    Hope that makes sense!
