new account facility 'broken'

Fedora i686 - WHM X v3.1.0
oh dear - heres a strange one
cpanel refuses to 'add' a new account
rebooted via cli... still the same ... try adding a new website domain package - just get 'account created' no line of code that usually comes back when one creates an account...
any ideas for this newbie not-very-good-at-cli?
