Is this normal cPanel behaviour?

The server (running cPanel) was recently moved to a different IP. During this peropd my site was unavailable DNS apparently had updated and had found the server, but I was told that cPanel had to renegotiate the licencing protocol due the the IP change and that as cPanel managed the sites on the server, they would be down until this "synch" with cPanel was complete.

Is this correct? Seeking claification.

Well, since a cPanel licence is issued to a specific IP address, it is not surprising that, if you change a server's main IP address, it will take time for cPanel licencing to catch up.

Indeed. Most hosts, however, would get the 15 day trial license for the new server while the original IP addresses license is moved over. Sounds like your hosting provider didn't co-ordinate the server move very well.
