Can C-Panel intergrate with Paypal to automate payments? Like say if a customer doesnt pay when his 30 days is up, it will suspsend their account until they pay?

Cpanel does not do this directly. However, there are several third party scripts that can automate account signup and payment processing.

There are many different automate payment systems including: Clientexec. ModernBill.
WHM AutoPilot. I also need to mention Phpcoin.
