Problems Logging in?

Ever since I first installed cpanel I have been getting the following error:

"License system update in progress. Please try again later."

I got this using opensuse as my OS and later found out that it was not compatible. I am now running CentOS and am getting the same error. I followed the installation instructions perfectly, but still no success. What does this error mean exactly?
