Max Email Lists
The number of email lists the account is able to operate, customers can install mailing lists directly from the scripts area and allow visitors to sign up to their newsletter and the like.
Set this to a low number or 0, lots of lists can bog down your server.
Cgi access
If you give the account a CGI-BIN, it gets used to run cgi and pl scripts
Normally this would be on unless you do not wish to give customers a CGI-BIN.
Frontpage Extentions
Frontpage extensions are installed so a customer can developand publish a site using frontpage.
Normally this would be off unless the customer asks for it, having frontpage extensions when you do not use them will stuff up many PHP scripts amongst other things.
Reseller
If the account is a reseller account, ie. you want to give them their own WHM access and be able to create accounts
This is off unless they are a reseller.
Owner (only if reseller)
If you make them a reseller you can elect to allow them to control their own account limits or not.
Normally off so they do not stuff up their own account.
Hope this helps
