restricting a specific domain from sending emails

I wanna restrict a specific domain so as it could send only a specific amount of mails in an hr. How can i implement this......any ideas

Is it also possible to put restrictions on sending attachments...like I wanna bound some domains so as they can't send attachments along with their emails....I think there must be some way out there as it is possible in Merak mail serever.

No simple way that I'm aware of, you'd probably have to do some serious work with the exim configuration for which you'd have to read up on at the exim site.
