Is there a base template I can download to modify?

I dont think there is any base template. But you can take any of the Cpanel template that matches most to your 'TO BE' template and modify it according to your needs.

I just assumed that they'd be available from cPanel.net -- are you saying that they are not available from cPanel.net?
