cliffsmith-cio is on a distinguished road
Unified access log for all accounts?

Does cPanel have apache create a unified access log for all accounts/domains? Is there a way to enable this feature in cPanel/WHM?

No, all domains access logs are logged to /usr/local/apache/domlogs/domain.tld

You can write a bash/perl script to parse out the logs for all users and save them to one location but cPanel does not have this functionality.
