view any website via IP base

hi

i am not able to view website via IP base

http://192.168.12.12/~test

getting following error message

The server can not find the requested page:
192.168.12.12/~usable/ (port 80)

You need to check your settings in the WHM/Security Center - Apache mod_userdir Tweak.
