Where can i find information on howto and pricing for vps versions of whm/cpanel direct from cpanel?

Im having to pay $15 per just because my provider doesnt have both virtuozzo and cpanel...?

VPS licensing is only available from cPanel, Inc directly if you become a cPanel Partner NOC. Currently this requires a licensing commitment of 25 dedicated servers, or 75 VPS servers or an approved combination thereof.

Otherwise, you can acquire VPS licensing through our distributors (as your data center does not offer VPS licensing). Most of our distributors currently offer VPS licensing. You can browse a list of our distributors at:
