Webmail Problems

I am not receiving email. i am not using outlook or anything other than cpannel webmail. I can send out webmail from cpannel, but i cannot receive any new mail. i can send mail between my domain accounts, but nothing from outside email sources like yahoo or gmail. i sent an email from my domain webmail to a yahoo account, i then replied to that email from my yahoo account and i still did not receive the email in my webmail. my yahoo account gave a "failure to deliever email" notice. what do i need to do?

If you are not the owner of the web server (your username is anything other than root), your best option would be to contact your web hosting provider regarding this issue.
