I am new to Cpanel and have very little experience in web development. Are there any tools in cpanel to assist with website submission please?

By website submission, do you mean link submission for getting your website listed at various places and directories?
If yes, then I do not think there is any such tool/functionality with cPanel.
You will have to either do that manually or go for one of the numerous third party free and paid services available on the internet.
I do not think this is related to cPanel in any way. If my assumption is wrong then please provide more details about what you are actually trying to achieve.

There used to be, but it's not needed these days, IMO. Search Engines will find you soon enough. In fact more will find you than you want (but that's another topic).
