Yes, if you're just starting out a VPS might be one way to go, low cost overhead.

cPanel & WHM VPS and dedicated are the same, its the environment you put it on that's different.

why need dedicated license?

If you install cPanel on a dedicated server you will need a dedicated server license.

i look on prices under price have windows that say:
Dedicated Licenses will function on all supported environments. VPS licenses may only be purchased for supported virtual environments. Please see cPanel/WHM System Requirements for more information.
what is virutal enviroments and all support environments?
can you explain it ?
