I am an end user, and would like to know what Server Load is reasonable.

For the past few days my server (shared) has shown 3+ with spikes of ~20.
My host claimed
Currntly we have a little server overload caused by transferring of some accounts in order to prevent oveload in future. Soon work will be restored to its normal state.
when I queried it, but I don't believe it could take this long.

All comments/suggestions are welcome.
