Where does cpanel get the information from?

I wonder where does cpanel get the information from. Does it have it's own crawler? for example: "Links from an external page (other web sites except search engines)".

if it has it's own crawler, it works better than any other crawler and updates much more frequent.

Yes, looks like Awstats to me.

This data is collected by Apache when anyone accesses anything publicly accessible via HTTP.

In this case "Links from an external page (other web sites except search engines)" refers to the links that people clicked on to get to a given site. This is not listing the links to your site that may or may not exist in external sites.
