WHM/Cpanel rejects new account's user/pass

I've created two accounts from the root login for WHM, but when I attempt to log into cpanel/WHM with the new user's account (using https//<ip>:2087), the pop up window rejects the user/pass, and prompts for another user/pass. I have logged into the shell using ssh with the same exact user credentials, but I can't get into cpanel. What on earth is rejecting the user/pass credentials for the new accounts? What logs should I be looking at? Pam?

If you create cPanel accounts, they will only be able to login to cPanel, not WHM.

You should login to the cPanel accounts using https://SERVER:2083

WHM is available ONLY to the main account holder/reseller in order to create and manage the other accounts.
All other subsequent accounts will only have cPanel to manage the individual accounts and it can be accessed as David mentioned above, using the same SSH credentials.
