Default Wrong permissions after cpanel upgrade

    Hello,
I'm a newbie here. I just upgraded the cpanel and when i access the home page of a user i get the error:

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

This is happens after every cpanel upgrade. the PHP SUExec is disabled on cpanel server.
Please advice. Thanks in advance for your help

Is there a .htaccess file in the directory of the URL you're trying to access? If so, what's in it?
