can't access phpmyadmin on new build

we just transferred to a dedicated server from a VPS via a complete cpanel transfer. At first there were some exim issues, but were resolved.

now none of the users can access phpmyadmin from their domains or cpanel.

As root I can access it through WHM, but not individual users.

it is not recognizing the users. IE- it asks for the username and password with a http auth box, but no matter wht you put in it it fails.

I've tried changing the users passwords, rebooting the server, etc.

I'm new to cpanel and need to have phpmyadmin working. we had it working fine on the last cpanel with the VPS.

Another note to add is that we could access phpmyadmin earlier in the day...
