Check the error log, its probably permissions.
cPanel has a log viewer you could use as well.

HELLO, IM NEW TO CPANEL
Okay so i started a vbulletin forum on my website uploading everything to Cpanel.
but i think i moved something and get this error here u can check my site

Are you sure that mysql is running on the server as I am getting "Database error" while taking the forum. Also make sure that you have given the database details in the configuration file.
Looks like you installed it into a directory different then you were thinking:
http://dd365-media.com/forum/orum/
Have you done any troubleshooting with that? Probably a bad user, pass, db name, or you did not dump in the blank db yet.

I would say this one goes down to newbie issues ...
You clearly installed to an incorrect folder and didn't upload
all the files you need and chances are strong that you set
the wrong permissions on the files you did upload and likely
got the database credentials wrong too.![]()
