I do it all the time

    https://hostname:2087/3rdparty/phpMyAdmin/index.php

Change "hostname" to your servers hostname or ip address.

If you want to on the domain level you can use the cpanel login in instead of the whm login...

    https://www.domain.com:2083/3rdparty...dmin/index.php

Change domain.com with your domain and use your cpanel login info (user+pw).

    Thank you for your reply

but on the domain level way, we still have to provide the cPanel Password,

what I want is let some other user log in to mysql data base online, so that
he can operate the MySQL database without login in to cPanel.

    Thanx

    Correct.

Although I do not recommend it, you can if it is necessary, install phpmyadmin directly from their source on a domain and provide access. There are downfalls of this such as you will be responsible for doing updates to it as well as security risk. I would make sure that it requires ssl access and the domain you use is ssl. You can help force the ssl by using the $cfg['PmaAbsoluteUri'] = ''; option in the config
