My sql error

getting a strange error in mysql database

Warning: mysql_pconnect(): Access denied for user 'user'@'localhost' (using password: YES) in /home/user/public_html/function.php on line 4
Could not connect


through shell also this same error is getting.

mysqladmin: connect to server at 'localhost' failed
error: 'Access denied for user 'user'@'localhost' (using password: YES)'


Iam using following version of mysql

MySQL-client-4.1.11-0
MySQL-shared-compat-4.1.11-0
MySQL-embedded-4.1.11-0
MySQL-bench-4.1.11-0
MySQL-shared-4.1.11-0
mod_auth_mysql-20030510-2.ent
perl-DBD-MySQL-2.1021-3
MySQL-devel-4.1.11-0
MySQL-server-4.1.11-0

Go to cpanel and check the access host list. If it is empty add the % entry or host entry in the addhost list

Not acces log access host, Go to the user cpanel------> select mysql. And there is an option.
