Default Problem with connection to the mysql database with the stored procedures

Hello! I have a question about MySQL connection.
I created a database and a user (with all privileges) and added this user to the database as described.
But now I cannot connect to the database using this user from my php script. First of all I notice that I use MySQL stored procedures for all sql queries and it needs super privileges to create the procedure (i.e. the cPanel user not the database user). And when I connect to the database using the database user from the php script it says that this user have not enough permissions. I can connect to the database only using my cPanel login not database login.
Please tell me can I connect to the database (with stored procedures) using the database user or I have to use only cPanel login?
Sorry for my english and many thanks in advance.
