Is someone able to have their cpanel on their computer?

Hey there all, okay I'm not sure about this at all so I thought I would come and ask the experts.

right, I have a freind who has recently taken over a website, he is using a forum that has banners that he hasn't put there, can I let him have a database by letting him have his own cpanel installed on his computer. My cpanel is hosted on my host's server so I'm wondering if it can be done a different way or will I just get laughed at for posting such a dumb-ass question?

I have installed a cPanel server on a box i have at home, worked without any problems for me, you need to buy a license though.

You can get the Cpanel license from Cpanel directly with a one time cost or lease it from any of the distributor / reseller out there.
