Do you have tv_enable 1 in /home/user/.gameservers/cstrikesrc_0/.launchrc ?
If you've ever saved the config it should be in the .launchrc , by default it is set to 0 meaning disabled. If you set it to Yes and have saved it and it still shows 0 or still adds the -tvdisable args with it set to 1, please open a ticket so I can see what is going on with it.
