    Default ddos attacks?

WHM ddos protection only protects apache?
If so then should I install ddos deflate to secure gameservers from ddos attacks?

Any DDoS protection existing in cPanel/WHM won't help with game servers. There are many types of DDoS, so how to protect against them really depends on what kind you are getting hit with. I don't know of anyone that uses any DDoS thwarting software/configs for game servers and wasn't aware it was a big issue.

Attacks are mostly aimed at GTA SA servers. I can ban IP however with dynamic IP that means whole IP range bann unless there is other way around.

Afcorse I could contact local law enforcements and file a complaint aginst attacker(s) which means 3 years in prison over this country if physical damage is done. However I belive they are just kids who dont realise how serious it can get

Well to go to the ISP and report network abuse they require that you have all of the details and proof from a firewall export or something of the sort. I think it'd be much easier to try to install some sort of Linux software to block the attack than to go to the lengths of law.

If you can identify a packet signature you can block specific attacks (like someone sending a specific string/command to the server that crashes it) the you can filter with iptables using packet string matching rules. Trying legal methods to stop attacks is probably far less effective than just blocking IPs. Unfortunately, as in the case with many things, a few bad apples spoil the bunch for everyone, so some IP range bans may be the best overall solution (long enough for the attackers to get bored and turn their attention elsewhere at least.)
