This can caused by a few things:

* The cPGSD server is not running on 67.159.32.190:2092
* There is a firewall blocking access to 67.159.32.190:2092
* 67.159.32.190 is not the right IP and/or 2092 is not the right port
* Solar Flares (Please contact support to investigate)

It looks like you are having trouble with a firewall ?
I was able to connect to cPGSD running on the iport in the error message, but of course my IP is not in the allowed list so it rejected it:

openssl s_client -connect 67.159.32.190:2092

HTTP/1.1 403 Forbidden
Server: cPGSD
Content-Length: 53


IP 208.74.121.102 not allowed to talk to this server
closed

Double check your firewall on the cPanel/WHM machine, even try turning it off for a few minutes just to test. If that doesn't help, try running the command I mentioned above and see if that gives any more information.
