Would anyone know why there would be random lag spikes between 15-30 seconds?

Are they totally random, or is there any pattern to when they occur ? How often is it happening ? Does the ping time to the server itself (not game server but server server) get higher or stop during these lag periods ? Is the CPU/RAM/HDD load spiking at the same time ?

They occur every 15-30 seconds according to my client, and the ping time itself is normal to the server, but it goes up every 15-30 seconds on the server.

No, the CPU/RAM is not spiking, not sure about HDD load...
