Does the panel work for customers? Like will they have control over there server like other panels? Where you give them logins and everything?

That document gives you all the answers. It's not that anyone wan't help you but it is easier to help you when you come with more specific questions after you have read all the info that cPanel give on their website. Also use the search option in this forum.

Alright well its being installed at 9 anyway so I guess I will find out. My question was that if the panel was not just a setup panel and it was for customers as well to change things on there gameservers and is not just for the host to setup servers.

Sure it works for customers. You'll need to give the customer a dedicated IP and setup the account to have access. Then they get to it via thier cPanel. All files for the game are installed onto that users account and can be accessed via FTP.
