I'm an open source junkie myself, but I'm not the one with the final call on this. Currently there are no plans to make it into a binary distribution. The code you see today is still owned by cPanel, it's not released under a GPL or anything, it's just not compiled and stuff. If we find out that some company releases a game control panel that is suspiciously like cPGS and we can prove they took code from it, they'll probably see a lawsuit.
I think the question you really were asking is if it will stay free or if there are plans to charge for it later on ? If so, then there are no plans to start charging for it. This could change some day and I'd be powerless to stop it, but such is the way of a software development company, it's a business that tries to make money. I think it's better for cPanel to keep it free since it entices people to buy a cPanel license to run their game hosting company. The powers that be may decide somewhere down the line that they want to start charging a small fee for it, or charge a fee for every 5 remote servers after the first 10 or something like that.
For the forseable future, it'll be free.

    <3 open source!!!

As for charging a fee, I don't see the harm in charging a small addon fee (saying this also means I don't expect it to be the same price as other panels as its purely a perl module addon for cPanel).
But if cPanel charge a reasonable price in the future, and you still work on the product I am willing to pay.
