Problem Installing TF2

It installed fine the first time.. Was online but I forgot to put auto update on (wouldnt let me connect) so i turned it on and restarted then said I didn't install it so reinstalling yet it keeped the space from the first install and I'm very limited on space atm does anyone else have the same problem?

Are you sure this isn't a browser caching issue?

no it was online and everything i'm acutally reinstalling it right now and it's stuck at 98%

If the server is using up more space than is available, it may be getting stuck once space is gone. The TF2 install uses around 3.5GB on disk IIRC, if quota or space on that partition is inadequate for that, see what you can do to increase it. If that is not the issue and the install does not complete, put in a ticket and I'll take a look to see why the install might not be finishing.
