Server isn't running Wolf ET 2.55

I used a custom package, to get Enemy Territory 2.55. When I install and then run the server. I look up the ip with hlsw or even in game, and its not running. Even though the cpanel says it is. I'm using the default et port 27960 I tried the default enemy territory package which has 2.60b.. No luck.

I've seen several strange issues with 2.55, one out of ten times it will start up ok and you can play on it, see stats, etc. The rest of the time it's like it's getting hung during startup. I'm not sure if this is caused by changes in the auth/gamespy andromeda servers or what. This problem happens without cPGS as well, just running from the command line.
If you have trouble with the most recent server version, put in a ticket so I can take a look, I haven't heard of problems with it yet.

EDIT2: I fixed it .. But I need to know how to prevent others from doing this, all I did was in the users cpanel I went to the game server and hit advanced configuration then up top on launch settings I added. So basicly any user can just change the ip of their server without my permission???

EDIT: I FOUND THE PROBLEM!!! NOW HELP ME FIX IT

Unfixed problem: Ok, so I setup the server to run on ip 75.127.125.18 but it isn't.. The server has been running all along, just on ip 75.127.125.17 instead. Why? I setup the server to use .18 at the end..

You'll need to put in a support ticket with login information so I can see what exactly is going on. In the ticket, reference this thread or repeat the info in it so I know where to start
