Where is the gameservers of steam??

Is this? hldsupdatetool.bin

I dont find the file: hl2.server.tar.bz2

How to install?

You can download these in WHM using the download gameserver link. The files are hosted on the mirrors servers so you can just wget them as well if you want, just be sure to put them in the right place as configured in WHM.
