Can i runn team fortress 2 server and then how ?

You should be able to allow TF:Source mod for a user in a HL2 game install in WHM, then just select it as the game to run in the user's cPanel interface.

this is the error i get when i try to run hl2 server or try to install it ???

Did you set an IP and Ports in WHM (links in "manage game" where you allow the server and select allowed mods) ?
If so, and you still get the error, put in a ticket with details so I can check it out.
