Default TF2 server Autoupdate [yes] server never reloads

Ok finally got the tf2 server loading but I'm getting a message saying "Your server needs to be restarted in order to receive the latest update." So I turn on Auto Update [yes] and when I restart the screen shows loading and never stops reloading. So I close off the window and reopen and I have an option to reinstall the server? It acts like the client install never happened? How do I solve this problem? I checked Cpanel and I see this process running

/home/gamescu/.gameservers/tf2_0/steam -command update -game tf -dir . -verify_all

which looks like it is updating but it never stops?

Depending on your server's connection to the steam servers, it could take an hour or more if it's long out of date. If you attach a strace to the process, do you see it actually doing anything ?
