I am the developer of WHMreseller. We've actually just updated the software with version 2.4 being released today.

Basically WHMreseller enables normal resellers to sell their own WHM accounts to their clients. Its similar to VPS, but simpler and much cheaper. The server owner (Host) installs the software on their dedicated server and then grants Master Reseller rights to resellers, along with giving them their total allocated disk space and bandwidth. These resellers (who are now Master Resellers) then have their own control panel interface to manage WHM accounts and cpanel accounts. They can use the disk space and bandwidth that they've been given however they want. WHMreseller also allows Master Resellers to migrate cpanel accounts, entire Reseller Accounts, generate backups and store them locally or on a remote server via FTP, delegate IP's, upgrade/downgrade users, change user ownerships and of course fully manage resources and all aspects of their WHM and cpanel accounts.
