Need Developer to create a plugin for changing IP address in the reseller WHM

HI

I am wondering that it is possible or not but i see that Hostgator did it. I need that same. I am a web hosting reseller and i want that my clients can change there IP address from there WHM. not root WHM, from there reseller WHM. Is it possible to manage it with a cPanel plugin? Can any one make it?
