phpbb install problem

I have been contacting by one of my customers and have reported that they have encountered a problem installing phpbb using cpanel.

The install seems to work fine but when they navigate to the folder where phpbb is they get 404 errors yet when I look in the folder using ssh the files are all there. Furthermore this only seems to happen with the php files for example I navigate to the includes folder and the index.html file was displayed (albeit a blank page).

Also when I create a php file in the very same phpbb folder that particular script works perfectly fine.

Is this happening with just one install or more than one?

Can you duplicate this by installing it yourself via cPanel?
