\xml-api\listpkgs only lists available packages instead of all packages?!

I am using this function which is suppose to list ALL packages that exist, instead it is only listing the packages that are available for creation.

How can I list ALL packages that exist?

Remember, the API function calls are limited by your level of access to the server.

If the API is logging in as a reseller that does not have access to every package on the server, then the API call will only show the packages the reseller account has sufficient privileges to use.
