Account Level Mail Filters in CPanel

I am using cPanel Version 11.10.0-RELEASE

When attempting to add an Account Level Filter utilizing any of the predefined CPanel filters ( i.e. "Has not been previously delivered" or "is an error message") fails the filter test after activation.

The error message returned is:
Filter error: "and" or "or" or "then" expected near line 51 of filter file, but found "is"

Without question is a syntax issue. Anyone know where the predefined filters are located?
