In Postfix / WEbmin i was able to setup an alias that will read a list of email addresses out of a text file and forward the email to all those users. Is there a way to do that with forwarders in Exim / cPanel?

There is a feature request for that in our system: http://bugzilla.cpanel.net/show_bug.cgi?id=3309
If you're willing to build a script that ties into our APIs, it would be possible to script such a thing. However, such capabilities are not built into cPanel/WHM at this time.
Note, a nifty trick if you want to forward a single address to multiple addresses is to place all the addresses in the "forward to" field separated by commas. The cPanel interface will automatically create individual forwarders to forward that one email address to each of those addresses.
I could do that, but if i had 100 addresses, that would be a lot of forwards and very difficult to manage.
That trick does not work and generates this error: Please use an e-mail format. (Example: user@domain.com)

You should be able to use an :include: list
