Is there another way to setup WHM to send our clients a notification email when their account is created, without using the postwwwacct script.

I tried the postwwwacct script and it didn't work. Our host said that it was impossible to do

This functionality is typically handled by the billing software you are using in conjunction with cPanel/WHM. If you are using billing software, I recommend asking them how to configure this.
