Default Disable emai access per account package?

Does anyone know if it's possible to disable email access for accounts based on the package? I was hoping I could disable email access for my free hosted clients. They don't "need" email access, and it's recently come to my attention that it's being abused. But then, to my disapointment, there was no "disable email for this account" or "disable email for this package" options.

You can set the option Max Email Accounts to 0 for the packages from the edit package options in WHM

Yes, but they still have access to email via username@domain.com.
