Default Email problems with cpanel 11.32.3 (build21)

We have been on webservers using cpanel for over 6 years.
Currently we are on a shared server which has recently been upgraded to cpanel 11.32.3 (build 21).
With 11.32.3 (build21) we have new email problems that we have never seen before.
The big issue is reported as

"Domain *******.com has exceeded the max defers and failures per hour (5/5 (50%)) allowed. Message discarded."

We know that this is caused by a history of attempting to send emails to non existent addresses but it is never the faulty emails that get blocked but good emails that we wish to be sent to our customers.
Is this a user level setting? Can it be changed to say 10/10 per hour?
How can I change the setting?
Where can I read about this facility

Problem now apparently solved. No further incidents for 24 hours. Will just keep an eye on it for next few days.

Finally how does one mark this message as "closed" or is that not necessary?

There is no way for you to do that at this time, but we've discussing something along these lines that will be in place by next week.

No worries though, I wouldn't call this not necessary, others will find this thread and be helped by it because of your questions.

    Hello

First you must access the directory:

    /var/cpanel/email_send_limits

Within the directory there should be a file called:
    max_deferfail_domainame.com
you can move it to .bkp or delete it.
The account will send mail without error.

    Hello.

I am aware that this is an option which may be changed in the tweak settings.
However, I have an account with a large newsletter that keeps getting caught by the 35% I have set.
Since it is just "recipient is over quota" and similar silly defers, I want to allow this account a much higher level.

So can I change the allowed rate on the account level? I would rather not for this single account raise the global level, as I think it is an important option and 35% is high already.

    Thanks.

    HTH!
    Thank you for your answer.

I am aware of these settings already, and have set them for the specific user.
But as far as I understood, max defers/fails is different from the maximum hourly email by domain settings.

    Am I mistaken?
