email user/Account filters help

Hello everyone,

I need some help regarding setting up email filters. Following is the scenario

Domain: abc.com
Email ids:
1. a@abc.com
2. b@abc.com
3. c@abc.com
4. d@abc.com
5. e@abc.com

Now, what I want is.
1. If I sets the rule: "a@abc.com" should be able to send mail only to "b@abc.com, c@abc.com and e@abc.com". Then "a@abc.com" should be able to send mail only to the listed. Even if he sends mail to other accounts ( including abc.com or any other account or any other external mail server like gmail, yahoo ) then the mail should be discarded with a report to the admin.

I have tried to set filter like
From : Equals: a@abc.com or
to: Equals: *@*.*
FAIL with message "YOU CANNOT SEND MESSAGE"

but the problem is if I send mail to any email address in "TO" are getting discarded but if the mail address is in CC mails are getting delivered.

Please assist.

Thanks for the reply Infopro.. yeah that thread is a bit similar to what I want but I am more concern about send and receive filters between email accounts and outside.
