Exim ACL - Authenticated SMTP and Outside Spam Appliance

I seen where this solution may work but I recieve an 550 error:

The ACL in question is:

deny domains = +local_domains
!hosts = IP1 : IP2
!authenticated = *

Im in a similar situation but running 11.32.3

I have a barracuda box in front of the cpanel server, however I dont want someone bypassing my barracuda to send people hosted locally on the cpanel server spam email.

Where is the check_recipient portion under 11.32? Or does anyone have any suggestions?
